Some fuels are published by so few forecourts that the whole list fits on one screen. Those get a page each, in full, rather than a filter on a page of eight thousand. 120 rows in total across the directories below.

Every one of them is a list of forecourts that published a price for that fuel in the current reading. A forecourt absent from a list has published nothing for it, which the file cannot distinguish from not having the pump.
